Role Overview
The client is seeking an experienced Technical Project Manager to lead a strategic procurement initiative focused on Identity and Access Management (IAM) and Identity Governance & Administration (IGA) services.
This role is critical in ensuring the successful procurement, transition, and implementation of a modern identity platform to support municipal operations.
The position requires a highly independent professional with strong leadership capabilities, technical expertise in IAM, and hands-on experience in public sector procurement processes.
Project Background
The client’s IT function operates as a strategic unit responsible for defining technology direction and sourcing services from external vendors.
Currently, IAM services—including support, operations, and development—are managed under an existing supplier agreement supporting both administrative and educational services (schools and preschools).
The client is now initiating a new procurement process to enhance and modernize the identity platform, including future transition and operational capabilities.
Key Responsibilities
- Lead and oversee the end-to-end execution of the IAM/IdM procurement project, ensuring alignment with organizational goals.
- Define and structure procurement strategies in collaboration with internal stakeholders and business units.
- Conduct comprehensive assessments, including current-state analysis, gap analysis, and business needs evaluation.
- Develop and document detailed requirements, technical specifications, and procurement documentation.
- Manage the full lifecycle of the procurement process, including supplier evaluation, selection, and transition planning.
- Coordinate with IT teams, procurement specialists, and external partners to ensure seamless execution.
- Drive the transition process from existing suppliers to newly selected vendors while maintaining service continuity.
- Provide technical and strategic guidance on IAM, IGA, and identity platform capabilities.
- Ensure compliance with public procurement regulations (LOU) and applicable governance standards.
- Independently manage project timelines, deliverables, risks, and stakeholder communication.
Required Experience & Qualifications
- Proven experience as a Project Manager in large-scale technical or IT transformation projects.
- Demonstrated expertise in public sector procurement processes, particularly under LOU regulations.
- Strong technical knowledge in Identity and Access Management (IAM), Identity Platforms, and related ecosystems.
- Experience managing supplier transitions and outsourcing engagements in large organizations.
- Track record of delivering similar assignments, supported by verifiable reference projects.
- Ability to work independently while managing complex stakeholder environments.
- Familiarity with IT service delivery, operations, and vendor management.
