Roles and Responsibilities:
1.
Emergency Response Leadership
- Act as the primary coordinator during emergencies.
- Lead or support incident command, including evacuation, first aid coordination, fire response, spill control, or rescue operations.
- Serve as the main contact for emergency services (fire, police, EMS).
- Direct personnel to muster points, account for workers, and manage real-time decisions essential for stabilizing the incident.
- Ensure communication of alerts, instructions, and situation updates to management and workers.
2.
Emergency Preparedness & Planning
- Assist with development, maintenance, and updating of the Emergency Response Plan and related procedures.
- Conduct risk assessments to identify emergency hazards (fire, confined spaces, hazardous materials, weather risks, structural risks).
- Ensure readiness of emergency equipment (AEDs, First Aid kits, communication devices).
3.
Safety Coordination & Compliance
- Conduct routine safety inspections related to emergency response, identifying unsafe conditions, fire hazards, blocked egress points, or emergency risks.
- Ensure compliance with regulatory requirements (OSHA, ISO, local laws) related to emergency management and workplace safety.
- Support continuous improvement in site safety programs.
- Where applicable and risk based, participate in pre-task planning, job hazard analyses (JHAs), and contractor onboarding to ensure emergency readiness.
4.
Training & Competency Development
Coordinate training on:
- Emergency procedures
- First aid & CPR
- HRAs (IPAF/MEWP/Confined Space)
Establish and maintain a roster of trained first responders, fire wardens, rescue team members, and ensure they stay certified.
5.
Incident Reporting & Investigation
- Assist with documentation of all incidents, near-misses, and emergency activations.
- Support root cause investigations and development of corrective and preventive actions.
- Track trends in emergency-related incidents and report findings to management.
- Follow up on action items to ensure closure and improvement.
6.
Coordination With Internal & External Stakeholders
- Maintain communication with project management, contractors, and safety leadership regarding emergency readiness.
- Provide emergency readiness input during project planning, high-risk activities, shutdowns, and site mobilization phases.
7.
Documentation & Administrative Duties
Maintain records of:
- Emergency drills
- Training sessions
- Inspection reports
- Incident investigations
Prepare emergency readiness reports for internal audits, client reviews, or regulatory inspections.
8.
Continuous Improvement & Risk Reduction
- Review lessons learned from drills and incidents and update procedures accordingly.
- Monitor changes in site conditions that may impact emergency readiness (layout changes, new hazards, contractor turnover).
- Implement improvements to emergency communication, equipment, and procedures.
9.
Support for Health, Safety & Environmental Programs
Assist with general HSE programs such as:
- PPE compliance
- Safety campaigns
- Behavioural safety initiatives
- Environmental spill prevention measures
