Stalwart and Associates International AB is seeking a highly skilled and community-oriented Senior Technical Expert – Migration and Identity Solutions to lead and support technical, strategic, and community-based initiatives related to legal identity systems, return and reintegration case management, and cross-border migration governance.
Based in Norrköping, Sweden, the selected candidate will also play a critical role in fostering social cohesion, crime prevention, and community-based integration efforts, using both digital tools and participatory approaches to strengthen migration outcomes at individual, institutional, and community levels.
Key Responsibilities
1.
Technical Advisory & Digital Solution Design
- Lead the design and implementation of Digital Return and Case Management Platforms (DRCMPs), customized for reintegration support, identity verification, and migrant case tracking.
- Develop scalable identity solutions for both in-country and diaspora use, ensuring technical soundness and contextual sensitivity.
- Support feasibility assessments and deployment strategies with a focus on sustainable, rights-based digital migration tools.
2.
Community Integration & Social Impact
- Champion the integration of community-led approaches into technical projects to enhance inclusion, reduce vulnerabilities, and build trust between migrants and host populations.
- Design and coordinate initiatives focused on community policing, crime prevention, and social cohesion, targeting both border communities and urban resettlement areas.
- Collaborate with civil society organizations and local authorities to enhance community resilience and create safer environments for returnees and migrants.
3. Project Implementation & Strategic Oversight
- Coordinate the end-to-end delivery of multi-country identity and migration solutions, ensuring alignment with policy frameworks, local realities, and international standards.
- Supervise implementation teams and liaise with government counterparts to ensure project relevance, accountability, and measurable impact.
- Manage project planning, financial oversight, and compliance requirements in coordination with the Managing Director.
4.
Capacity Building & Institutional Strengthening
- Develop training materials and SOPs for government officials, immigration officers, and community leaders involved in identity management and reintegration.
- Facilitate workshops and simulations on identity systems, return processes, and integrated approaches to migration and crime prevention.
5.
Stakeholder Engagement & Liaison
- Build strong working relationships with ministries, border agencies, UN agencies, and civil registries to integrate secure digital identity systems into broader migration management frameworks.
- Promote joint action on border security, anti-trafficking measures, and social inclusion through inter-agency collaboration and policy dialogue.
6.
Monitoring, Evaluation & Knowledge Sharing
- Conduct system reviews and community impact assessments to ensure interventions remain relevant, effective, and equitable.
- Draft high-quality technical and analytical reports with strategic recommendations to inform programming and decision-making.
Required Qualifications
Education & Experience
- Bachelor's or Master's degree in Migration Studies, Public Administration, Information Systems, International Development, or a related field.
- Minimum 8 years of experience in migration governance, digital identity platforms, or community security programming.
- Strong record of working with international organizations, governments, and multi-sectoral stakeholders.
Technical & Community Skills
- Expertise in digital identity and return management systems (under various configurations).
- In-depth experience in community engagement, integration programming, and preventing transnational and community-level crime.
- Proven ability to link technical implementation with community-based approaches and social protection.
Languages
- Fluency in Arabic and English (written and spoken) is required.
Travel
- Must be available for international travel based on project needs, including travel to field sites and coordination hubs.
