The role encompasses the quality management of the project in all phases, including engineering, procurement, construction, commissioning, and handover to operations. The QA/QC Manager plays a crucial role in ensuring that the project is completed on time and within budget, while meeting the required quality standards, along with other predefined goals and requirements.
Reporting & Responsibilities
The QA/QC Manager reports to the Project Manager and is responsible for:
General Tasks
✔ Ensure full understanding of the engineering package and its requirements.
✔ Understand the contract, scope, and schedule of the engineering contractor, including activities and deliverables, and proactively promote compliance with quality standards.
✔ Develop and maintain quality-related documentation to ensure compliance with ISO requirements.
✔ Ensure that all tasks assigned by the Project Manager are completed on time and within budget.
✔ Participate in internal and external design reviews, quality audits, and project meetings as required.
✔ Manage a team of 3-5 quality experts, including agencies for service acceleration, document control, and mechanical completion.
Specific Tasks and Responsibilities
Project Quality Management and Reporting
✔ Develop and maintain the project quality plan (as part of the project execution plan).
✔ Create and implement Project Quality Reporting to ensure transparency regarding compliance and deviations.
✔ Set Key Performance Indicators (KPIs) to track QA/QC activities and their compliance.
✔ Develop a follow-up system to ensure compliance with customer specifications, technical regulations, ATEX standards, and PED guidelines.
✔ Track and review certifications of engineering contractors’ personnel using the Project Assignment Authorization Form (PAAF).
✔ Define quality criteria for the final tender book used for selecting contractors.
Supplier and Procurement Quality Assurance
✔ Ensure that purchased materials and equipment meet the project's quality standards by conducting inspection and expediting services.
✔ Monitor the quality of prefabrication in contractors' workshops and ensure compliance with specifications.
✔ Participate in contract negotiations with suppliers, kick-off meetings, and quality assurance reviews.
✔ Coordinate NOBO (Notified Body) inspections and final certification.
Quality Management on Site and Construction Site
✔ Ensure that all work on-site complies with the AFC drawings, specifications, and technical regulations, involving NOBOs when necessary.
✔ Monitor the planning and progress of contractors, track quality performance, and resolve deviations.
✔ Review the proper preservation of installed equipment and ensure compliance with inspection and test plans (ITPs).
✔ Ensure that field conditions are properly documented, including inventory documentation and compliance with the final project requirements.
Handover & Commissioning Compliance with Quality
✔ Track certification requirements for the handover process:
✔ Track remaining punch items and transfer them to the mechanical completion database.
✔ Ensure compliance declarations from ATEX contractors and adherence to all relevant EU directives, including:
