Overview of the position

Reporting to the Executive Director, the Chief Programme Officer (CPO) leads the development, implementation, and monitoring and evaluation of the Tenure Facility’s programmatic strategies. She/he forms part of the Tenure Facility Management Team. Based on guidance by the Board of Trustees and Executive Director, they oversee the design and application of policies related to project selection, implementation, and monitoring, evaluation, and learning, as well as some aspects related to outreach to relevant external stakeholders. The CPO plays a key role in coordination with relevant Indigenous Peoples, Afro-descendant, and Local Community organizations, NGOs and networks dedicated to recognizing land rights, and bilateral and multilateral development cooperation agencies. She/he also contributes to the Tenure Facility development efforts and provides programmatic updates to the Board and funders. The CPO supervises the three Regional Coordinators and the Monitoring Evaluation and Leaning (MEL) team, as well as some Programme Officers, Focal Points, and occasionally others.

Responsibilities

Overarching responsibilities

-Support the Executive Director and other Management Team members to maintain the Tenure Facility as a highly credible and respected institution among international development institutions and donors

-Provide effective stewardship of the Tenure Facility

-Generate mutual trust and respect of local communities and Indigenous Peoples

and cultures, with full awareness of the intricacies of relationships among them

and their allies and supporters

-Contribute to the development of the Tenure Facility’s strategic goals and

objectives

-Maintain continuous lines of communication, keeping the Executive Director and

Management Team informed of all critical issues

SPECIFIC RESPONSIBILITIES

-Oversee annual project projections, preparation and review of country assessments, project notes, concept notes, project proposals, and materials for new project phases.

-Oversee the design and application of narrative and spatial reporting systems, independent evaluations, and the management and analysis of the resulting information.

-Oversee the design and implementation of training, technical assistance, and organization of learning exchanges by Tenure Facility team members, project partners, and/or service providers.

-Help to prepare and monitor the Programme Unit budget.

-Provide input into the design and application of the Tenure Facility project-management, budget, and donor information systems in NGO On-line (“Roots”).

-Serve as primary focal point for the Board of Trustees and the other Tenure Facility units for programme-related matters.

-Supervise Tenure Facility staff members and consultants who report to her/him.

-Represent the Tenure Facility in meetings with relevant external stakeholders.

-Coordinate Programme Unit meetings and participate in Board of Trustees, Management Team, Staff, and some Regional Team meetings.

Qualifications and requirements

-Commitment to the Tenure Facility’s mission and goals

-Proven experience and a demonstrated ability to successfully manage projects and consultants and to develop and implement new systems to track projects around the world

-At least 8 years’ professional experience, with a minimum of three years’ managing international programs

-Advanced degree in fields of forestry, natural resource management, social or natural science, public policy, international development, organizational and project management, or related fields

-Successful track record in project reporting and communicating project impacts, preferably experience with both bi-lateral donors and private foundations

-Prior experience working in senior management in non-profit organizations, or related alliances and networks

- At least two years’ experience working with Indigenous Peoples and local communities in Africa, Asia, or Latin America

- Fluency in English. Functional French, Spanish, Portuguese, and / or Bahasa Indonesia would be pluses.
